It’s actually this white-haired guy in front of them, named Nicholas Jennings.
He always shows up near Jill. At first, he just observed from the shadows, but later he openly caused trouble.
Because he was an observer sent by Umbrella—unlike regular UBCS soldiers, whose real purpose was just to be cannon fodder. Umbrella sent them to Raccoon City, supposedly to handle the biohazard and rescue the citizens.
In reality, they were used as test subjects to evaluate the combat effectiveness of bioweapons.
Among the many soldiers, observers like Nicholas were hidden, closely monitoring and recording all kinds of combat data on the bioweapons, and carrying out extra tasks: eliminating people who worked for Umbrella, knew the truth, and held evidence.
To complete his mission, Nicholas caused a lot of trouble in the story. He even directly led to the destruction of Raccoon City in this installment: in the plot, Jill and Carl managed to contact the authorities and reached a verbal agreement—if Jill and Carl could find the vaccine, the special warhead launch would be called off, and Raccoon City wouldn’t be nuked.
But the vaccine that Jill finally found was destroyed by Nicholas, so the authorities, not having the vaccine, launched the warhead and wiped out Raccoon City.
